Jerusalem Talmud Pesachim 7.8
MISHNAH: If it became impure whole or most of it, one burns it before the citadel on altar wood. If a minor part became impure or leftovers one burns in the courtyards or on their roofs on their own wood. The misers burn it before the citadel in order to profit from altar wood.
HALAKHAH: Rebbi Ḥama bar Uqba in the name of Rebbi Yose ben Ḥanina: To publicize him, to make it known that he spoiled it. If he said, I am going to burn it before the citadel on my own wood, one does not listen to him; it is not necessary to note that if he says, I will burn it on my roof on my own wood that one does not listen to him.
Rebbi Jeremiah in the name of Rebbi Hila: To inform the next in line that he is a miser. You should know that nowhere else is he called miser, but here you are calling him miser. They made it easy for the guest.
Rebbi Joḥanan said, a tower was standing on the Temple Mount which was called “citadel”. Rebbi Simeon ben Laqish said, the entire Temple Mount was called citadel, to do everything and to build the citadel which I prepared.
