The moment

Peyote religion spread among the tribes of Indian Territory in the late 1800s, and in 1918 its leaders incorporated it in Oklahoma as the Native American Church. Members take peyote, a small cactus, as a sacrament. Federal rules of 1883 had banned Native dances and medicine men; in 1978 the American Indian Religious Freedom Act committed the United States to protecting Native religions, and after the Supreme Court allowed Oregon to penalise sacramental peyote in 1990, Congress protected its ceremonial use in 1994.
